We just found a FREE web host that has potential to be a good one. Check out www.biz.ly not sure if they have pop ups or not yet, but it looks as they do. That is too bad b/c they have a pretty good page builder and actually have service even for the FREE web pages.. Your page stays as a sub-domain though and NO ADSENSE from GOOGLE to make any extra income so it looks to be going down hill somewhat but for a FREE page check them out... I put up one href"www.homebusinessreviews.biz.ly"HERE Check it out and you will see the extra's they add on it... Let me know of any ones you tried with any luck... We had about 20 visitors our first week and have stayed consistent with that... Have not done much SEO especially since GOOGLE isn't available for adsense to make money... But ya can hit up some affiliates if you get the content rich pages going good...
